My personal opinion is that this is due to "sour grapes" over the failure of the England bid rather than a genuine concern for migrant workers. I was watching an American comedy news program the other night and although the segment was more having a go at Blatter, they highlighted the Qatar decision a being ridiculous, as it is.To be honest it happens at every World Cup, poor timekeeping and riots at Brazil, neo-fascist hooligans in Poland/Ukraine.
