A few clubs have stood still this window including Chelsea and United. They were miles behind City last season and will continue to be so if they don't improve on what they have. Liverpool (I really hate to say it) are the only English side who have made a statement of intent so far to challenge City, those two look head and shoulder above any of the rest at this moment in time. Spurs have a strong side that should be in about 3rd or 4th and maybe try to win a cup but that's as far as they will get, they need to show more ambition like Liverpool if they really want to get to another level. I think they'll miss Son when he leaves to play in the Asia tournament thing and if Kane gets injured then that'll be a heavy blow too.
