Don't understand how someone else can 'take the workload'? Surely each cyclist just cycles to the optimum they feel they should? Irrelevant of how fast the other guys are going

No that's what makes cycling so interesting. If a rider just heads out on a breakaway by himself he will be able to sustain it for a short period.

However, the energy you save from being part of the peloton (main group) means they will catch you. So the riders try to conserve some energy and save themselves for later. A breakaway group will be more efficient than a lone rider but still less than the peloton. It's very tactical.

To a certain extent, they did, however, controlling the whole field on their own was always going to be extremely difficult. They needed help from some other nations. Germany appear to have taken the attitude that they would rather not get a medal than help to bring about a bunch sprint.
