This is how it should work (excuse the made up numbers): Game 1 - 4000 allocation - 9500 in ballot Game 2 - 2000 allocation - 5500 in ballot Game 3 - 3000 allocation - 3500 in ballot Game 4 - 2000 allocation - remaining 500 get a ticket and 9000 in ballot etc etc etc (minus RSC allocations obviously).
