IMO he didn't want to give the penalty but didn't have the bottle to book Sinclair for blatant simulation so took the WRONG way out AGAIN . To be fair to Sutton he slaughtered him saying refereeing in scotland has to be looked at as it wasn't just one decision he got wrong it was a full host of them.
