That ref in the POR/IRN game couldn't handle it, should never have been picked for a world cup. I think Tennis has a system like this. The players themselves can challenge a decision at their discretion and the replay is then shown for all to see. If each team had one VAR challenge per match it would limit the amount of calling for it and it's better each team decide when it should be used rather than the ref.
