It is surely the victim and his family's duty to officially report an alleged crime. I very much doubt that we put in an official report when the victim didn't. I would expect that someone like Alistair Hood would have had a conversation with someone at Strathclyde Police and that without the victim reporting it then there would be no further action and no official report.
