The governing bodies UEFA, Premier League, FA, Serie A etc should tell them they can go form their league but they won’t be playing in their domestic leagues or the Champions League 
If they want to go form their NBA style closed shop then it should be treated as the side show circus it is. When it all goes tits up and no one cares anymore they should have to start domestically from the bottom

If we could, if there was enough of a will and a clear way, then we'd be far better off out of it.     But there isn't.    Even the latest reform talks for European games have collapsed with everyone seeming to say Plan A (whatever it was) now needs to be replaced by a Plan B (which nobody has).     The end result will be the EPL and the other big European leagues will continue to get richer and top clubs will be able to afford players we could never hope to attract whether financially or because the game here was so outstanding (because its not).
How about league reform in Scotland to try to improve the quality?   For a start get back to playing teams twice a season in league games and ban plastic pitches.    Keep on the same pathway the game is Scotland is currently on and imo all it is doing is travelling to a perpetual dark age of turgid hoofer and hacker type of football so far removed from the technical and entertaining excellence served up elsewhere by top clubs as to make the gap utterly unbridgeable.
The game here needs to reform for the better or if not it withers and finds its place settled as bottom dwellers of the European football heap.  And compared to the top performing leagues and clubs, only a few financial scraps off the table as far as TV money goes.

Rangers are delighted to confirm the return of Ryan Kent to the club on a permanent basis from Liverpool Football Club for an undisclosed fee, subject to international clearance.
The winger has signed a four-year-deal with the Gers after spending the 2018/19 season on loan at Ibrox.
Ryan established himself as a fan favourite in his first spell with the Light Blues, starting 40 games, making a total of 43 appearances and scoring six goals. He won the Scottish PFA Young Player of the Year Award, as well as being nominated for the main award. He walked away from the Rangers Player of the Year Awards with the same young player accolade.
Rangers was the 22-year-old’s fifth loan move of his young career, following spells with Coventry City, Barnsley, SC Freiburg and Bristol City but he made it clear he had found a home with the Light Blues. He commented in May, “I feel like I have re-found my love for the game here.”
Born in Oldham Ryan joined Liverpool aged seven-years-old and progressed through the ranks, earning him involvement with the first team since 2015. He toured with Jürgen Klopp’s squad this summer following his return from Rangers, playing in their pre-season friendlies across America.
The 22-year-old will join up with Steven Gerrard’s squad when the team return from the international break.

I'm actually hopeful that this Uefa decision can  be a catalyst in finally getting the message across to supporters that the times have changed and that it's no longer acceptable to continue with certain references in our songs, I'm talking here as a long time supporter ingrained in our history but inside Ibrox we must accept that change has come.
I'm of the opinion that we never really thought that stadium  or partial stadium closures would actually happen so just continued along on our merry way and dared anyone to try, well now that reality has stepped in and it's happened I think it's been a shock to the system, hopefully now that it has we will swallow our medicine, grudgingly accept what is expected of us and follow the clubs advice and get back to doing what we do best, supporting The Rangers and be able to celebrate come the seasons end like never before.
