Scottish Football League clubs have given their "unanimous backing" to plans for a change to the nation's professional league structure.

Chief executive David Longmuir presented a proposal for a 16-10-16 format to the 30 sides on Wednesday and confirmed shortly after they had been met with widespread approval.

The plans will now be presented to the Scottish FA's Professional Game Board. The Scottish Premier League, who are currently devising their own separate plans, would also have to confirm they are satisfied with the proposal.

SPL sides would have to vote 11-1 in favour to push through the disbanding of the top flight and amalgamate with the SFL.

It is understood the SPL as a whole is not in favour of the SFL's suggestions, although further discussions are to take place.

A proposal to include Celtic and Rangers reserve sides in the third tier of the league setup is not part of the pack shown to SFL clubs. However, STV understands the idea will be considered as a compromise is sought with top flight sides.

The proposal in full

Sixteen teams would comprise the "Premier Division" under the SFL's plans. Two teams would automatically be relegated to the "Championship", with play-offs introduced to determine the final promotion spot.

The teams finishing 13th and 14th in the top flight would play each other, with the losers being relegated and the winners retaining their place in the Premier Division.

The sides finishing third and fourth in the Championship would also play off, with the winners being promoted.

Ten clubs would play in the second tier. Two go up automatically, with two going down to the First Division. The team finishing eighth would be involved in a relegation play-off.

The team finishing fifth in the First Division would take on the Championship opponent, while third and fourth in the First Division would also face each other.

Similar to the current SFL play-off format, a final would be played between the two tie winners to decide which takes up a place in the second tier in the new campaign.

From the official site:

THE MEMBER clubs of The Scottish Football League unanimously backed proposals for a wide-ranging restructure of league football in a 16-10-16 format and a change to the League Cup.

The plan, revealed by Chief Executive David Longmuir and discussed at a meeting at Hampden today, will involve more play-offs for promotion and relegation and would mean an amalgamation with the SPL.

The format will introduce a 16-team top flight which has two automatic relegation places and a further relegation place for the loser of a play-off between the 13th and 14th placed teams. Each side will play 30 games in the standard season.

The second tier, called the Championship, comprises 10 sides, two of which will be automatically promoted and a third side will go up after a play-off between the third and fourth placed teams.

There are two automatic relegation places and the eighth placed team faces a play-off with the third, fourth and fifth placed side from the third tier.

The bottom side in the three leagues would play the best side from a pyramid structure to keep their league status.

A winter break for the Premier Division is incorporated into the proposal.

The League Cup is also to be revamped with sections coming back into play for the first time since the 1983/84 season, although this time the format would be different.

The bottom 20 clubs would play a knockout round with the winners joining the 22 other clubs in eight sections of four.

These sections would seeded and teams would play each other once with the 16 higher ranked clubs playing two home games and one away with gate receipts for all matches shared.

The top two from each section would qualify to the last 16 and the knockout stage to the final.

Sound's very promising to me. I like the sound of it.

Why would the SPL say no? Because they won't be the top the league anymore and won't have a say?

The spl would stab their own granny for bus fare right now. They are backed into a corner and they don't know what to do. I predict they will kick and scream til their oblivion is right round the corner. Then they'll come calling for co-operation, Sporting Integrity and all that jazz...

It's a joke, when the so called "top league" votes out their biggest club. They were told the other clubs would struggle, they said they wouldn't now Hearts are fucked and theirs a few others who have not been named.

And when someone tries to make Scottish football a wee bit better they say no?

The cunts shouldn't be allowed a say, their viwing figures are down crowds are down what the fuck is the point of the SPL?

No reconstruction for me please.

I want to win Div 3 this year, Div 2 and the Ramsdens Cup next year, and Div 1 the year after.

We won't be promoted when we win Div 1, because the SPL will have ceased to exist, and Div 1 will be the top tier by then - and that will be us back in Europe.

.

That's what I want.

Then we can talk about League Reconstruction - but this time, we'll do the talking.

It's not happening until 2015 anyway. So we will still be going through div 3, 2, & 1.

Hopefully that will be the case, SFL leaves the SPL no wiggle room, they are in the death throes now, it might be seen by some "top flight" clubs as a chance of survival, if Hearts are binned it could well offer a better life line for them, figures don't lie, there is nothing exciting about the game at the top any more, despite any positive spins to the contrary.

IMO a good selling point for the league would be that instead of the 114pts on offer to clubs just now that would be reduced to 90pts on offer which theoretically would tighten the league up.

Example using previous seasons with us,them and Hearts as the top 3, Hearts were always capable of winning at home to either of us but they would have to pick a good 10pts from the other 6 games against us and them to stay in the title fight. But if they only played us twice they home wins would be a lot more crucial and a lot more damaging for us than if we still had to play another 3 times.

In fact using this season after Celtics sloppy start they would not have the safety net of another 2/3 games against the other clubs to get it right.
