Although for the sake of managing expectations it might be a bit blander than some expect, maybe along the lines of 'HMT takes issues of confidentiality and security very seriously and strongly condemns any lapse in the high standards we expect of all our staff. However it would be inappropriate to comment further while the issues raised are likely to be subject to legal challenge.'Just a wild guess from stuff I've seen previously on other subjects.
