They didn't move into the English league structure they are a part of it with the blessing of FIFA. When Newport County went bust they were initially denied entry to the English league pyramid structure and were only accepted when they moved into England to play their games and that was only because they were previously part of the structure. UEFA have stopped the 6 Welsh clubs in the English pyramid from qualifying for Europe via the Welsh Cup.
