He's only offside if the ball gets through to him and he interferes. It didn't. As soon as Lovren intentionally kicks it, we're in a new phase of play and Kane is now on.

'A player in an offside position receiving the ball from an opponent who deliberately plays the ball is not considered to have gained an advantage'  and is therefore not offside.  Laws of the Game.

Would Kane's movement be considered a 'distraction' ?

Yeah it's all subjective but going by decisions which are made regularly, then he apparently is not interfering. I think in basically any case, someone who is offside is interfering as he's likely to in the back of the defender's head. 

Should go back to the old rule tbh. Offside is offside.

Decision could have gone either way, admittedly. What I thought was interesting was the conversation that took place between the ref and the linesman, which could clearly be heard on the TV. They genuinely considered the decision, in a professional fashion. In Scotland we would just have an arrogant incompetent like Thompson or Collum making the wrong decision and strutting around ....
