Black people, especially in America, are underrepresented in positions in life that have the power to effect any change. i agree with your first line, and to an extent your last line. The middle is simply a case of demographics IMO. If you goto a minority area in the USA the chances are the police force and courts are made up of that same demographic. LAPD for example is mostly hispanic with black and Asian numbers being a fair bit lower. As for this thread, I'm locking it.
