More reads like the start of a backtrack to me.

Far different to their previous and 100% sounds like the start of 'we've fucked this... eh...withdraw, withdraw, withdraw...' The death threats bit just comes across as the rearguard.

Aye reading it again it does appear that way. Obviously they never seen it taking off on the scale it has when it first happened. 

It’s a shame I don’t see anything of real substance being done still. Can see it still only being a fine
