The whole situation is daft.

We have regulations laid using made affirmative procedure, which under the Coronavirus Act can only be used under emergency, yet the actual enforcement of the regulations is prohibited until 18 October.

This has lead to a situation where Aberdeen are basically tweeting they are not even going to try complying with the law, knowing that the law cannot be enforced for another two weeks. Besides, even if they wanted to, the app which allows individuals to comply with the entry requirements does not even seem to work.

To circle around, the fact that nightclubs, football stadiums etc have been operating without this passport scheme for a while and the other fact the law is not even being enforced once the regulations themselves are in force, calls into the question the justification of using the made affirmative procedure in the first place? Because surely if we need a passport scheme and the risk is so great it would be being enforced from the day the regulations are in force!

Simple,  they'll just change the definition of "emergency". That seems to be the done thing these days whenever a definition doesn't suit a narrative or agenda.
