Brokers can't block appointments - strange! Only people who can block are shareholders - there may be something in the articles that prevent a 9 man board ! But even that is strange - curious - very curious!
They are not the brokers, they are the Nominated Advisers:
As far as I can tell, they can refuse to sign off on something that would affect the company's eligibilty for listing on AIM.

No, it means that they previously announced that they are looking for a Chairman. A comma between 'that' and 'as' would have made it clearer.

I don't see it very clear either and the club statement also confuses me with the last four words 'save those recentally appointed'.
That is not what the club statement says, it says:
"The Company confirms that all of the current Directors remain in office and that it is not appointing any additional Directors save that as previously announced, the Company confirms that it continues to actively seek to appoint a new Chairman."

The announcment doesn't say he has sold all his shares, just that he no longer has a notifiable interest, i.e. less than 3%.
