Fulham midfielder Steven Davis was on Thursday undergoing a medical as his much-delayed permanent transfer to Rangers neared completion.
The 23-year-old remained in Glasgow after playing for Northern Ireland in their 0-0 draw with Scotland at Hampden Park on Wednesday.
Davis spent the second half of last season on loan to Rangers.
And, following a summer of negotiations, the clubs agreed a fee of around £3m at the weekend.
Rangers manager Walter Smith told BBC Sport on Saturday: "We've reached agreement with Fulham and the player's representatives.
"After we've sat down with Steven, hopefully that will go through."
However, Smith was hesitant to assume that Davis will definitely join the Scottish Premier League club.
"It's a transfer that has been really ongoing, so we don't want to count our chickens," he said.
"But we have agreed with the club now, which is a big thing, and we would hope we can reach agreement with Steven's people over the next couple of days."
Fulham confirmed a fee of around £3m had been accepted but stressed the deal is still subject to personal terms being agreed.
"Steven came up with us but then went up to Glasgow to speak to them and he's now back in London," said a spokeswoman.
Rangers have already secured the signature of Maurice Edu this week after the USA midfielder watched his potential new side defeat Hearts 2-0 at Ibrox on Saturday.
