Yeah mate. The 2nd investigation was brought about because of the "hack" that Der Spiegel did. And City argued why do they need to comply when the wrong information was gained in rather dubious circumstances. Uefa didn't listen.

The fine was for failure to comply with the investigation as it was launched after Der Spiegel had already decided that City were guilty. Plus they couldn't get nothing. Saving face and purely done as Uefa needed something from the investigation.
