No, VAR would be saying in his ear that there was a potential penalty but they need to check for an offside in the build up. They'd then decide on the offside. If he's on, ref should be sent to the monitor. If he's off, restart with a goalkick because VAR doesn't influence offsides unless they result in a goal.
