Laying out £12 million and then making a £5 million loss in Flo in 2 and a half years or so was a shocking piece of business. So yeah, paying £12 million was outrageous. You could say what you've just said about any signing. A £5 million one will normally be sold on as well. Any signing 'costing' you £5 million the way you've defined it is terrible business unless he stays for a number of years and shows himself to be a special player.
