I've seen folk on Twitter and reddit saying that th cop probably took note of it but didn't act at the time cause it could have caused a riot. Thing is in the offensive behaviour at football act it said that the reason certain songs and phrases were banned is cause if uttered it could lead to a public disturbance aka riot.

If you get a ban, unless you have to sign in at a polis station which is rare these days I think, then theres nothing really stopping you getting a ticket from someone and getting in. Might be a bit more difficult for Abdul since he's recognizable. But unless you draw attention to yourself or get recognized there's nothing really preventing you from.getting in.
