I've never worked in the 'Public Sector' & believe that if HMRC were a private company, they would've stopped after the first appeal. However, with it being a public company, it's not their money that they're wasting with all these appeals, is it?

Is there something in the idea that the more they go for us the more other companies who have been using EBTs will settle up with them?
