Given that he'd been on the sidelines at Ibrox for some time before his move south (cotton wool shortages notwithstanding), might it not have been his match fitness that Villa were bringing up to scratch rather than an "injury" (hah)? Cuellar was injured, it was clear he was injured, it took him well over a month to feature for Villa. He wouldnt fail a medical for a niggling injury.
