The thing is, if your going to go to every game anyway it's crazy not to join the cccs schemes as this sort of game will inevitably come around once a season, so I honestly don't understand why people then become surprised that it's the case. Even when I was living down south I always signed up for it and games I could not attend I got rid of my ticket no problem.
I honestly believe that this is the fairest way of dealing with the tickets, I've struggled at times these past couple of years getting tickets for the likes of Dumbarton etc even being on the cccs, but without being on it and our RSC doing its best to secure tickets for members the majority of these small grounds you'd have next to no chance of getting in, so the people signed up to this are more or less going to be at every game in the cups home and away anyway so for me deserve to have priority, it's not just about having a season ticket for home games, and that guaranteeing you a semi-final ticket.
