There's probably more players suffering leg breaks now than before when tackles like Hutton's weren't deemed "dangerous"

They'd always have been dangerous, we're just going through a spell just now where 'danger' is something that can't be allowed to exist in any form. I reckon we're about ten years away from some out of touch UEFA/FIFA ponce suggesting Helmetball style padding for footballers.

The increased number of broken legs will be down to the woven pitches. In those sort of challenges something is going to give way, wether it's the turf, the studs, or the shin bone, something is going to break. Previously it would have been the turf, since it's easily the weakest of the three, but now they're weaving plastic into the turf to prevent it cutting up, so it's now strong enough to catch the studs and make those challenges much more harmful.
