    wonder how many people never thought much would come of the rangerstaxcase blog, even though it would go on to be proven in a court that this tax evasion sceme was legal, the damage was already done as everyone and their dog found as guilty before the case was heard
    I dont think the effort, time and expense these guys at football tax havens, PJZ and all the other folk helping to bring this to our attention is for nothing, they are being investigated by the fair trade commision, and the amount of stick PJZ gets just proves to me that they are certainly uncovering uncomfortable home truths that they dont like.

    I thought after Wallace was out injured Smith justified his position, also found a deadball taker, an added bonus, whether people like it or not Ally had to try and find a decent standard of cover for all his main players positions.
    Smith and Foster while not exactly top drawer are at least experianced, I had hoped Boyd would be signed, but don't think it is a total disaster if he goes somewhere else

    One major piece of information that came out of the the West of Scotland Housing Association (WSHA) land debacle is that valuations by the District Valuer (DV) are only valid for 6 months. See the last sentence in the paragraph from the WSHA minutes:






    Some of the DV valuations accepted by the GCC for the sale of land to Celtic PLC were years old. In the case of the London Road Primary School (LRPS) the valuation was 7 years old (see
    previous post).


    The original price of £300,000 was set by the GCC at a council meeting in January 2007 although they claim the option was written in 2009. So the GCC, when LRPS was eventually settled, after their 3 year option was accepted 7 years after in January 2014 added an increment for the 3 YEARS. And what did the GCC use? The RPI, the Retail Price Index.



    So as well as not getting an up-to-date valuation 2014 valuation the GCC used a 2007 valuation. Seven years old. Land valuations move massively depending on the economic cycle. Hence the time limit on the DV valuations.



    Plus the GCC used a RETAIL Price Index that tracks the increase in costs of everyday items like milk. There is no relationship between LAND and the RPI.



    Do any of the GCC Planning or DRS depts live in the real world? Do they know how to do valuations?



    How does the DV like their ages old valuations being misused corruptly?



    We don’t need to be blocked with our FoIs. It is plainly obvious that the GCC is corrupt and can be seen in plain sight. Do they really think the Glasgow ratepayers are stupid like the Scottish mainstream media?



    Harry Markopolis, the securities analyst took 10 years to get through to the US SEC that Bernie Madoff was a crook. So sometimes it takes time because the authorities, whether EU, UEFA, UK or Scottish don’t want to admit that this corruption happened on their watch. However the end did come for Mr Madoff and it will for the GCC personnel too. None of the persons digging are going away.

    Fantastic PZJ but I won't believe anything until the EC officially acknowledge the investigation is opened.
    Once this happens we really need start the smear campaign, the guilty before innocent verdict, the financial doping/cheating, the punishments etc. All for parity of course

    Eight years ago Glasgow City Council hit the West of Scotland Housing Association (WSHA) with a compulsory purchase order to acquire some WSHA land, the GCC received the land and never paid for it. This how the arrogant GCC operates. The land in question was CPO’d was for the East End regeneration Route/The Clyde Gateway.



    After the route was planned & built some of the WSHA land was leftover and surplus to requirements. Under the Crichel Downs rules, land compulsory purchased when sold has to firstly be offered to the previous owner.



    However, in making an offer of the surplus land back to the WSHA, GGC imposed conditions and the main one was that WSHA could not make any profit on the further sale of the land.



    From the previous post’s Committee Briefing document from 20th January 2014 the condition can be seen:






    Now why would GCC impose such a restrictive condition on land which they had not even paid for and WSH owned in the first place. If WSHA had retained the land they would have been able to sell the land & get any profit.



    Why did the GCC impose the profit restriction? Could it be that the main contender to purchase the land was Celtic PLC. The land fell into the Celtic Triangle:






    In fact, the land in question was in the RHS part of the land that became security (Shaded in blue) for Celtic’s dodgy Co-operative Bank loan & overdraft:




    See The Clyde Gateway Phase 2 – Disposal of Surplus Land doc below. Plot B is the land in question and as can be seen it ended up with Celtic. As planned by GCC? So GCC did WSHA out of the profit they would have been able to get from Celtic:






    Doesn’t it seem strange that, in 2001, when the original Co-operative loan & overdraft was given to Celtic that only Celtic Park was the security. Yet every piece of land acquired by Celtic becomes additional security when the loan conditions have not changed.

    A bank Risk Management Committee goes through any loan secured request to ensure the bank can get it’s money back if the lender fails. The only reason there has been repeated additional security is that the loan was not properly drawn up in the first place. That means it bypassed the Risk Management Committee. It was done at mates rates by people in the Co-operative Bank to Celtic’s advantage. Well we can see the consequences at the CO-operative Bank with it’s latest £1.5 billion loss.
    Maybe, instead of Co-operative Bank being opportunist and reacting when Celtic PLC acquire land, that the CO-operative Bank are requesting more security and it goes in the opposite direction and the GCC facilitates the land to Celtic. Perhaps that’s why the GCC only offers land, not only in the Triangle – remember Westthorn. As has been pointed out previously, the issuing of Options over long durations, only to Celtic would appear to allow Celtic to decide when to acquire the land to placate the Co-operative Bank monster.

    The map above is the land Celtic used as security in December 2013 to prop up their Co-operative Bank loan & overdraft. This was the subject of a
    previous post. The red area on the RHS is the West of Scotland Housing Association (WSHA) land which was transferred to Celtic.


    A WSHA Committee Briefing document dated 20th January 2014, excerpted below, highlights several points on their view on the process which resulted in the land transfer to Celtic:



    1. WSHA suddenly became aware of the EU State Aid case against Celtic which seems to have spurred them to protect their arses in case they are pulled into the investigation.



    2. WSHA used the local District Valuer (DV), a branch of the HMRC, as a valuer/agent which you would expect would work solely for the WSHA but according to the document there appears to have been ‘a history between this individual DV and Celtic’ such that compromised their dealings with Celtic. This is highly important since, at one point negotiations take place in private with the DV & the Celtic agent completely un-minuted. It looks like the DV, instead of stating & defending the WSHA case, acted like a mediator moving the case toward Celtic’s and rolling over in negotiations.



    3. Another Site Investigation document disappears like the Westhorn Geotechnical document of GCC. Seems to be a pattern of documents disappearing.



    Using the DV should have provided WSHA with piece of mind that they were getting a professional neutral negotiator but it looks like WSHA were facing Celtic, Shadow Secretary of State Margaret Curran and the DV on the other side.



    The DV naturally would have a lot of contact with Glasgow City Council being the largest city in Scotland therefore their transfers of land including the ones to Celtic, to such an extent that ideally, local DV personnel should have been substituted by others from down south to prevent accusations of familiarity.



    Given that the HMRC’s Scottish tax investigation team case leaking of Celtic main rival, Rangers, tax case details, contributing to the latter’s witch-hunt in the main stream press including BBC Scotland, it doesn’t seem a coincidence that here is another branch of the Scottish HMRC, the office of DV, also appearing compromised.



    Note Again: This dodgy land was used as Security for Celtic’s dodgy Co-operative Bank loan & overdraft. End to end this transaction stinks and deserves investigation.



    The WSHA land discussed above was not the only parcel of land that was transferred to Celtic in December 2013. The GCC sold land that was previously owned to the WSHA and Compulsory Purchase Order.



    How GCC & the DV contrived not to return that land to WSHA and re-direct that land to Celtic is the subject of the next post. This corruption runs deep and the digging is now mining the mother lode.

    looks like things are hotting up again, few months ago the scum secured land against their loan but gcc said they never sold the scum that particular piece of land. After footballtaxhavens and pzj digging they have found the land was owned by west of scotland housing association.
    The land was originally valued at £1.2 million but district valuer got it reduced to £75k which the scum managed to wriggle out of paying so the housing association got zilch for their land.
    Now here's the interesting part a female MP attended the meeting in which the land was to be sold to the scum and according to the scum she was attending the meeting on their behalf.

    I'm not too sure but if someone can correct me if I'm wrong but I'm thinking this is just the initial paper gathering which hopefully will be the catalyst for a full investigation and the decision will be the public acknowledgement on this?
    If a full investigation goes ahead then the press, the phone ins, sellick, SFA, SPFL, GCC, NHS etc. will need to discuss it and make comment. Hell, us bears and former players or current managers might also be allowed to speculate on possible sanctions such as title stripping, medals being returned or make comment such as financial doping and phrases such as 'Sporting Integrity' demands it.

    The rights to the prize money were amongst the assets of the club when it was sold to CG. It was either extorted from us or put on offer by CG as part of the 5-way agreement. I think that most folk take it that the money was extorted as part of the deal to get our licence. However until we see the full details of the agreement and the minutes of the meeting/meetings where it was created we can never be totally sure one way or another.
    As for Hearts I'd rather we were talking about the possible demise of c****c, Hibs, Dundee Utd or the sheep, but Hearts sided with them and put themselves in this situation. Who do I think will go next? Hibs, no derby or Rangers games to get them a big gate four times a season. Hearts fans are responsible for the possible sad end of a once honourable club.

    So Mr Lawwell is CEO of a Lanarkshire mining company which goes bust to the tune of £41m
    In 2002, as well being the recipient of £41 million Labour government subsidies over the previous 2 years, it was discovered by the Scottish opposition, the SNP, in Holyrood that The Scottish Coal (Deep Mine) Co. Ltd had been given a secret blank cheque by the UK Labour govt when the bill came through for their £4.5million liquidation and it was paid by theScottish Executive i.e. Scottish taxpayers.
    This guarantee was agreed in 1999, when Peter Lawwell was the company’s Group Finance Director and Brian Wilson was Labour UK Energy Minister and responsible for coal mining.
    Now of course Mr Lawwell is CEO of Celtic PLC and Mr Wilson is a Celtic PLC Director.
    How was a secret overdraft given that bound the Scottish taxpayers, without due diligence, to bail out a Private company?
    Where was the due diligence, parliamentary oversight & risk controls? How open ended was the agreement?
    Does this deserve a Royal Commission to investigate corruption or fraud?
    This could only have been done with the board of The Scottish Coal (Deep Mine) Co. Ltd. with heavy involvement of Peter Lawwell who was the Group Finance Director at the time and the agreement of following Labour Party heavyweights:
    We then have John Reid as head of the Labour party(who ends up chairman of septic fc ) which support the coop giving Celtic fc soft 1.5% loan that no other company has with them , including the Labour party
    Add to this a Mr Tom Devine (season ticket holdrr and shareholder) approves a land deal at £493k for land which should be worth over £6m . This land is the used as security for millions more THE SAME WEEK with the coop to prop their loans up.
    Oh and the small matter of 11 men (8 season ticket holders) voting a full street to be sold to septic fc at the sum of £1.00 costing the tax payers £1.5m to clear.
    All in all the crime commited against us of which we had no control over is starting to look pretty tame .
    If only we had some press with balls.

    The struggling Co-operative Bank has discovered a new £400m capital shortfall - in addition to its previous £1.5bn funding gap.
    It now expects to report a full-year pre-tax loss next month of some £1.25bn.
    The bank added that job cuts hit the 1,000 level last year, or 14% of the workforce.
    The bank said that in 2013 it was hit with an estimated £400m in legacy payment protection insurance (PPI), interest rate swaps and other consumer credit mis-selling claims.
    Last summer the bank, which has promoted itself as ethically-minded, revealed it had discovered a £1.5bn capital hole.
    The latest reassessment increases that figure by around a quarter and is expected to be met by funds provided by its bondholders.
    Its five-year recovery plan announced in 2013, which included raising funds from its shareholders, is now to be "reset".
    Chief executive Niall Booker said: "The proposed capital raise would enable us to reset this starting point and continue with the execution of our original business plan.
    "As a result of this continuing review, we are unearthing a range of issues which the new executive team is having to address."
    In February, the parent Co-operative Group announced an online poll to get feedback from the public after admitting it had lost its way.
    It was hit by the huge capital black hole and a scandal involving the bank's ex-chairman Paul Flowers.
    The Co-op Group will release its annual results on April 17 and the bank's figures will be announced on April 8.

    i hope you're right and that people are still digging for info. I'm keeping an eye on a few FOI requests. One came back this week after someone asked if there were any gcc employees attended the uefa cup final as guests of celtic but they said they don't hold hospitality info for this long. Might have thrown up a few names but we'll never know now.

    "However, we also believe there is a significant public interest in third parties being able to provide commercial information to public authorities in the expectation that the legally binding duty of confidence under which the information is provided will not be breached by an authority in such a manner as to cause substantial harm to that party's commercial interests."
    Originally I thought that they were describing the method used in carrying out the survey by a third party company was the reason for blanking the FOI. Now I'm beginning to wonder whether or not they had the survey done at all and perhaps that the report used was produced by a third party which was working for the purchaser, or indeed that they are playing games and describing the purchaser as the third party. If the latter was the case it would certainly be easy to see how a proper disclose may "cause substantial harm to that party's commercial interests". One thing is for sure an that is this whole situation stinks to high heaven.
