In a shock move, Duff & Phelps, have announced they are standing down as administrators to aid in this latest bid, offering financial advice to the new powerbroker in the halls of Ibrox.Not much is known about this mystery bidder. It's beleived he is based in Monaco and is known as a "Recovery Specialist" in the industry.
