Its all to do with the separate jurisdictional states in Switzerland. Sion are based in Valais whereas UEFA's headquarters are in Vaud - therefore the original court felt they could not pass a binding decision on UEFA in that court. It happens regularly in International Law - if you have a dispute with an American company, you could file a dispute in Scotland however the Scottish Court may decide they are not the best Court to hear that case and you would then need to file in the relevant American jurisdiction(however, you'd always try filing in your own Court first, naturally).
