It should go by ticket sales - it should be rewarding fans who go week-in week-out and not just for those who want to turn up for the big occasion. A 50/50 split is unfair on Rangers who basically sell out for games throughout the season and in previous seasons for all games including semi finals. This is not just at Scottish level, but also throughout European football. Even at FA Cup Wembley semi finals though they go by previous tickets sold, ie Wigan getting like 22,000 tickets but Arsenal getting 42,000 - it's never a 50/50 split unless it's two teams that deserve it through previous ticket sales which would only be, in Scotland, Rangers vs septic.
