He said we went from Third division to Europe which is the right direction. 

He didn't say we just got spanked that is the right direction.

Caixinha has openly said he will be actively looking to sign players he's worked with before and not a peep. Players from the Qatari league aren't really going to be a step up from the English dross we signed are they? 

He specifically mentions his time in Mexico with regards to signings that were a success...
