Mccoist and co have no "authority" over the youth teams at all. It is run as a business and they even need permission to call up players. Thought I recall the 'youth system' being set up to be a stand-alone 'profit centre' and that youth players would be developed and sold along with Rangers FC being given 'first pick', but still having to pay.
