The club have to weigh up the pros and cons for the player as well.   No point stifling a talented young player's development by keeping him and not playing him when he can go out elsewhere and get competitive games under his belt.   Eoin Jess is a good example, we saw the talent but it would have been cruel to keep him on when he'd never get a sniff at the first team (and only 2 subs on the bench allowed at the time).  He'd have never become an International if he'd stayed at Rangers, and in those days we could have just bought him back if we wanted to.
