He's a Mexican international with 9 appearances for his country and 3 goals.

Is his play for Rangers so far indicating that he is an international player?   IMO nope.   Does his contribution to games give provide good hope that he will quickly show his worth and show why he's earned international caps?   IMO nope.   

He has a lot to prove.   Even more so, the manager has a lot to prove to demonstrate why Herrera was signed.

More than that, the manager has a bit of a mountain to climb to prove that his signing of a so far anonymous and ineffectual Pena was worth the transfer fee paid and is a player that will make a huge impact for Rangers.  Because so far he's edging towards the 'dud' category.
