The board couldn't give a fuck less. From their perspective, we've just made the CL, played in a European final last season and had a couple of record sales. All is rosy.

It's quite a damning statement of how our squad continues to be mismanaged. Can only register 23 players (again) and having to leave Helander, Roofe and Hagi (or three other non-Scots) out of the squad.

I think its pretty obvious, if money is what it's about which it is at most places then they will see this season as success with the money we have made. Everything else is a bonus.

It's a mix of all of the above and depends on the circumstances - there's no one set way and each one is different. Wilson might present some targets for areas that he feels need improved, manager does the same. Sometimes it'll be based on players being offered and recommended from outside, others it'll be guys the club have identified (at one level or another) before pursuing them.
I know it probably reads like a bit of a cop-out but every signing can be very different. Colak is (probably) one we've been watching/keeping tabs on since coming up against him last year while I wouldn't be surprised if Sands' signing was more down to GvB's previous links to the City Football Group.
