If an attacker is in the process of kicking the ball into the net, but a defender puts a foot in, missing the ball, but causing the defender to kick his leg instead of the ball and trip, it's a penalty.
You can't just volley someone between the nuts who has been shielding the ball for 3 seconds though as it runs out of play.
There are different outcomes for different scenarios.

You can clearly see a foul when you watch the video that the ref missed, so its clear and obvious.

He almost fucking sold a goal with a shite backpass today as well, not for the first time. Than fuck Butland was alert to it.
