How does anybody know who voted NO or didn't vote at all Jesus spfl website only gives the voting results.

Possibly Jambos have been promised a lifeline to remain in the top flight and voted aye, I don't care about the other leagues.

Cpmpanies Act 2006

297 Period for agreeing to written resolution

(1) A proposed written resolution lapses if it is not passed before the end of—

(a) the period specified for this purpose in the company’s articles, or (b) if none is specified, the period of 28 days beginning with the circulation date.

(2) The agreement of a member to a written resolution is ineffective if signified after the expiry of that period.

Nothing in the Articles I've seen that says votes must be decided on within a specified period of time.

So as it stands I think it's right that clubs can wait for 28 days from circulation date (Wednesday?) to vote.

Why would you not care about the other leagues?
