I understand that a panel makes the decision but as far as I understand, she decides who is cited initially.
Funnily enough, not a single Tim player has been cited to my knowledge.

Nothing more than a page filler.
If we must have a CO, then all clubs should vote for their choice from a list of candidates put forward for the role.
The CO should have no connection with any club in Scotland, and therefore should ideally not come from, or be based in the country.

The quality of Defoe is a stck out, even though the best has yet to come. He makes the clever runs.
