The pragmatic side of me asks why a lawyer is regarded to be the best choice for someone whose role is to apply footballing rules. A radical thought for the authorities but why not advertise the post as a part time (can work from home role) and then select the candidate with the most footballing knowledge. You make valid points but they employ that very fat guy as a lawyer. I don't see why such a small organisation requires 2. The role needs to be reappraised. Someone who knows football and can decide based on experience that yes that was a red card or no it was not with the authority to make recommendations regarding the demotion of officials. But if you hired someone more competent and likely to get decisions correct a legal background wouldn't be crucial. Unless you knew some of the decisions would be a bit iffy. If it is interpretation of rules or game laws and preparing charges and cases then you really need a legal background. I know an ex ref who is a lawyer.
