Did Man Utd sign Berbatov without permission?

There is no possible way Man Utd could have signed Berbatov without permission. Spurs would have to send the paper-work doen to the FA for the transfer to go through.

They didn't sign him without permission, but Man Utd with Berbatov, and Liverpool with Keane, were tapping up and unsettling the players i.e. they talk to the players agents unofficially and without the current clubs permission. Spurs reported both Man Utd and Liverpool to the FA about it, but as part of the transfer deals Spurs have agreed to not pursue the matter any further in return for a higher fee/Frazier Campbell on loan.

Spurs only had false quotes from the Sun and a Norweigan fan site as proof of Man Utd tapping Berbatov up. I think Levy is just trying to save face after shooting himself in the foot.
