They should at least put some regulations in that the fucking things have to be watered before matches.

The only reason to not water it is to make it impossible to play decent football on it.

Each pitch plays different, ball reacts differently in different areas.  Playing on them all season you learn where the ball holds up or bounces well or poorly. 

Obviously it's no excuse against mobs like this.
