Controlling their players during a game for the club is totally different to knowing where they are at any given moment. If a player is given a couple of days off and told to stay home but decides to ignore that and go meet a wee dirty in spain, there's much less control over that from the club's perspective.

also if they were laughing doubt he would have known what for at the time and only realised afterwards.  if thats true the delegate was complicit and so were they - and you go on about sporting imtegrity - fck sake mate

No. By removing the player from their 25-man player list and replacing him with someone else while he served his suspension, they tried to game the system and it bit them on the arse.

UEFA delegate wasn't complicit. Its down to the club to ensure the player is eligible to play.

pretty sure they thought he served the ban, but anyway if a delegate knows he is under obligation to inform the club.  didnt one tell them before a match shortly afterwards -  you are wrong.

It seems straightforward, if you come back from Spain you have to quarantine for 14 days.

They got the benefit of a player's participation in a game where he was not allowed to play under the rules.

This is a disadvantage to Kilmarnock and they should be awarded a 3-0 victory.

Scenario A....Bolongoli comes back from Spain tells the truth and owns up, can’t play at Kilmarnock. 

Scenario B.....Bolongoli comes back from Spain , knows he can’t play at Kilmarnock and either lies or his club lies and plays in a game he shouldn’t be allowed to.

The club should pay the price and the player should be hammered by the club after that. 

3-0 to Kilmarnock.

He's not. You can repeat it as many times as you want, it doesn't make it true. If he was ineligible, why no charge for fielding an ineligible player?
