not being funny here but can you define what you mean by demoted. a ref cannot be demoted in his level ie this guy is eg a level 1 ref the only way he will be demoted from that level his when he reaches the retirement age or he decides to give up top class games then he will automatically be re classed as a level 5 ref. he can be re assessed at the level and dropped from say prem games but he still holds the classification and can be reinstated at any time to top level games.
