As long as you can satisfy the civil service competencies then you need not know a thing about criminal law, procedure or the rules of evidence to prosecute in Scotland. 

It also helps to be a yes man and know the right people.

Your first part is alarming to say the least, no wonder these kind of situations are happening. I also wonder if it is used at appropriate times to make an arse of the trial.
