That way international teams had about 6 weeks together and those not involved had an adequate rest before the next season. Wenger suggested doing qualification as a mini tournament during the season, no other international breaks barring major tournaments but giving players more time with their countries before then. Id be all for it, the added travelling back and forth wrecks players (especially those playing in other continents with no direct flights).
