in giving us an embargo, they stated that expulsion was too severe a punishmentas their reason.

Can't now go back and give us expulsion now.

Can't see them banning us from the Scottish Cup either, as the sponsors will dictate that one, no Rangers, no sponsor money.

They will more than likely increase the fine.

my opinion

You make a good point in that. Their actions now will show if they do have an agenda

The next step is to put pressure on Regan. He NEEDS to go along with Lunny and whoever else had a hand in this. We can't let this lie. These bastards have tried to cripple us. They need to go.

So basically, the transfer embargo hasn't been fully lifted and it's gone back to the panel to decide on what happens next?

Yes it has - once we're actually out of admin of course - the court has ruled their embargo illegal and passed it back to them to impose legal sanctions that are actually within their remit to impose.
