5. It is based on the number of clubs that have access in the season.

This is why Scotland will never get above about 8th or 9th in country ranking. That is as high as us and them can get our score. The big 5 leagues end up 1 - 5 as they have stength in depth, although France struggle to have 5 strong teams. Then you get Portugal, Netherlands and Austria who consistently have 3 teams contributing. The next 6 to 10 leagues, including us only have 2 teams contributing. Where Scotland is in this range depends how well us and the tarriers are doing.

After that, which is countries rated outside the top 18 tend to have only 1 team contributing.  That is why when we werent in Europe fir 5 years Scotland slipped down to 26th. 

Until another team steps up to the plate regularly for 5 years we are always only 1 bad season for us and/or the tarriers away from losing our CL group place.
