The referee doesn't fail to play advantage so he can send the player off. Just isn't how the game is refereed applied. Ref simply plays any advantage if it exists. Advantage should not be applied in situations involving serious foul play, violent conduct or a second cautionable offence unless there is a clear opportunity to score a goal.
